    The adjacent picture is an example of case
    2; i.e. Camera & Background (stones etc)
    are steady whereas the object (water is
    moving (flowing) resulting in the creamy
    blur. Though this is blur, it is used
    creatively & taken to advantage to show
    the flow of water creating the illusion of
    motion.
    The picture below is an example of case 1,
    where the object & the background are
    steady. Here the street lights are glowing
    steadily but the camera is waved zigzag to
    create the waves of lights. Simultaneously,
    a fire cracker is seen captured within the
    waves giving it the illusion that, many
    fireworks are taking place together.
    In both the cases we see that the slow
    shutter speed used effectively creates the
    pictures of unusual look & makes the
    viewer wonder, how the picture is taken.
